Summary"},"content":{"rendered":"<div><strong><em>\u00a0This bill amends Section 1249 of the Revised School Code regarding teacher and administrator evaluations:<\/em><\/strong><\/div>\n<div><\/div>\n<div><strong>* 2015 &#8211; 2018 (15-16, 16-17, 17-18)\u00a0<\/strong><\/div>\n<div>25% of the annual year-end evaluations must be based on student growth &amp; assessment data. \u00a0<em>The District evaluation committee will meet on November to determine how the 25% will be weighted (district, building, classroom).<\/em> \u00a0The state assessment (M-Step) should not be included as an assessment measure during the 2015-16 school year.<\/div>\n<div><\/div>\n<div><strong>* 2015 &#8211; 2016 and beyond\u00a0<\/strong><\/div>\n<div>If a teacher is rated highly effective on three consecutive yearly evaluations, the district MAY choose to evaluate that teacher biennially. <em>\u00a0The district evaluation committee will determine the district guideline at the November 5th meeting.\u00a0<\/em><\/div>\n<div><\/div>\n<div>Teachers rated effective or highly effective on his\/her most recent year-end evaluations must be formally observed a minimum of one time during the school year. \u00a0Teachers rated minimally effective or ineffective must be formally observed a minimum of two times per school year (beginning 2016-17 one observation is unscheduled). \u00a0<em>The district committee will clarify district guidelines since the law lacks specificity. \u00a0<\/em><\/div>\n<div><\/div>\n<div>&#8220;Student growth is to be measured by multiple categories that may include: \u00a0student learning objectives, achievement of IEP goals, national or local assessment aligned to state standards are research based or an alternative assessment that is comparable across schools within their school district.&#8221;<\/div>\n<div><\/div>\n<div>Ratings for teachers must be: \u00a0highly effective (distinguished), effective (proficient), minimally effective (basic), ineffective (unsatisfactory).<\/div>\n<div><\/div>\n<div><strong>* 2016-2017 and beyond<\/strong><\/div>\n<div>One of the two formal observations must be unscheduled.<\/div>\n<div>One of the two observations must be conducted by the school administrator. \u00a0Other observations may be conducted by others trained in the use of the evaluation tool. \u00a0Feedback must be provided within 30 days of the observation.<\/div>\n<div><\/div>\n<div><strong>* 2018-2019 and beyond\u00a0<\/strong><\/div>\n<div>40% of the evaluation will be based on student growth &amp;
