In addition, Mr. Frankland did recommend that the proposal that salaries be reduced on a formula tied to the state’s foundation allowance (per-pupil funding amount) be reserved for discussion at a later date.

The report also commends the Board of Education’s fiscal stewardship. It mentions that the Board has been very diligent and exercised prudence and good judgment with necessary cuts and cost savings.

Last year the district avoided a budget shortfall when the Board made the difficult decision to make approximately $10 million in cuts and reductions to the budget.

Mr. Frankland admits that fact finding is an imperfect science but hopes that the comments and recommendations will be of benefit to the parties and that they will be able to reach an accommodation and quickly develop a new agreement.

“The report provides us with an impartial viewpoint that will help both the Board and the DFT continue the negotiation process,” commented Mr. Brian Whiston, Dearborn Public Schools Superintendent.

The District and the Dearborn Federation of Teachers now have 60 days to go back to the table and continue negotiations. The district contacted the DFT on January 31, 2011 to arrange a date to continue talks.
