Tentative Agreement Summary Dearborn Federation of Teachers/Board of Education Effective July 1, 2009 through June 30, 2013
The changes in salary include:
- A wage freeze and step freeze for the period from July 1, 2009 to June 30, 2010.
- A continued wage and step freeze for the period from July 1, 2010 through the date of ratification of this tentative agreement by the DFT membership.
- For the remainder of the 2010-11 contract year, the salary schedule will be changed from the 2008-09 12-15 step schedule to a new 17-18 step schedule effective on the date of ratification of the tentative agreement by the DFT membership.
- Union members with a seniority date prior to September 1, 2010, except those on the top step, shall move from their current salary to the salary step in the 2010-11 Initial Placement Schedule that represents a minimum 3% increase.
- Union members with seniority date of September 1, 2010 or later, will remain on the same step of the 2010-11 Initial Placement Schedule.
- Union members currently on the top step, move to the top step of the 2010-2011 Initial Placement Schedule.
- A maximum 3% reduction on the top step will be implemented as of ratification of the 2009-13 contract for the reminder of the 2010-11 contract year.
- A maximum 3.5% reduction on all other steps and will be implemented as of ratification of the 2009-13 contract for the reminder of the 2010-11 contract year.
- These reductions will not be retroactive. A maximum 3.10% reduction on the top step from the 2010-11 Salary Schedule will be made for 2011-13.
- A maximum 3.63% reduction on all other steps from the 2010-11 Salary Schedule will be made for 2011-13.
- Step movement will take place in the 2011-12 and 2012-13 contract years.
- During the term of this contract, restoration by the State of Michigan of the reduction of per pupil funding from the 2008-2009 levels of 1.1% or less will be used to restore an equivalent percentage of teaching positions.
- Restoration by the State of Michigan of the reduction of per pupil funding from the 2008-2009 levels in excess of 1.1% up to and including 7.1% will be used to restore an equivalent percentage to the applicable salary schedule.
- Restoration by the State of Michigan of the reduction of per pupil funding from the 2008-2009 levels in excess of 7.1% will be used to increase the Board’s contribution to health care as provided in Article XXVII.
- Union members receiving 14th year longevity for the 2010-11 school year will continue to receive longevity. All other union members will not be eligible for 14th year longevity.
The changes in health care include:
- The creation of the Dearborn Schools Employee Healthcare Program (“the Program”).
- The Program shall provide for healthcare benefits to employees and eligible family members of employees of the Dearborn Public Schools who are in the bargaining unit represented by the Dearborn Federation of Teachers and who are entitled to and meet the Program’s requirements for such benefits.
- The Board will make contributions to the entity designated by the Dearborn Schools Employee Healthcare Program according to an agreed amount for each employee.
- The Board may designate an employee of the Board of Education to act as liaison to the Program who may be recognized to speak at, but may not vote at, meetings of the Program.
